12.15 Except for balloons and as provided by
CARs, no person shall cause any aircraft to take off or attempt to
take off from, land on or attempt to land on, any surface within the
built up area of any city or town unless
- the aircraft is multi engined.
- all obstacles on approach and departure can be
cleared by a minimum of 500 feet.
- that surface is an airport or military aerodrome.
- noise abatement procedures are followed.
